Thanks @Kathy Seal - spoke with Rick Knight and he shared there isn't any specification in the bill - so one will presume it goes into the general fund (i.e. EPA's account ).

Hi @Rebecca Keller. Â It wouldn't be much on a household basis because the methane fee only applies to the oil & gas industry, methane emissions are a lot lower than carbon dioxide emissions, and facilities are exempt from the methane fee if they're in compliance with EPA methane regulations. Â
There was an estimate that the methane fee will generate about $8 billion in revenue over the coming decade. Â About $800 million per year distributed among the 130 million households in the USA comes to about $6 per household per year.
