Bad House Appropriations Energy bill
Yesterday the House passed its Energy and Water Appropriations bill. Just barely, a 214–213 vote, having to flip two 'Nos' to pass it. Four House Republicans (Fitzpatrick, Massie, McClintock, and Perry) and all House Democrats voted no. I believe Perry and McClintock voted no because they wanted even bigger cuts.
Relevant to CCL's lobbying and action efforts, the bill would cut the the Department of Energy's Office of Energy Efficiency and Renewable Energy (EERE) and Advanced Research Projects Agency–Energy (ARPA-E) budgets by 47% and 26%, respectively. That's not as bad as the president's proposed budget (74% and 57% proposed cuts, respectively), but still bad.
But it now goes to the Senate, and is subject to the filibuster there, so there's a good chance the next version of the bill could be an improvement, since unlike the House, the Senate budget will require bipartisan support to pass. Stay tuned.
