Hi folks! I want to share some good news from the Hill:
The bipartisan RISEE Act, one of CCL’s supporting asks for Senators, has passed out of the Senate Energy and Natural Resources Committee. The bill moved forward with a voice vote on July 21.
Before the vote, we activated a grassroots push to help the bill clear this hurdle. “Our volunteers are amazing! With less than 24 hours' notice, constituents jumped into action and called their respective senators on the Energy and Natural Resources Committee," said Don Addu, CCL's Senior Director of Programs. This outreach from volunteers helped ensure the bill's passage through the committee.
The RISEE Act stands for "Reinvesting in Shoreline Economies and Ecosystems." The bill, introduced last year by Sen. Sheldon Whitehouse (D-RI) and Sen. Bill Cassidy (R-LA), would establish several dedicated streams of funding for coastal infrastructure and resiliency in order to protect vulnerable communities and businesses most impacted by sea level rise and coastal erosion. You can read more about it in our one-pager on this page, though the bill did go through some changes in the committee markup process, so some of the specifics may be different. (We will be updating that resource soon.)
What's next for this legislation? Even after a committee vote, bills can still add cosponsors, and we've helped generate two new cosponsors since the vote. Ultimately, CCL's legislative team says the RISEE Act could be included in an omnibus package at the end of the year. The time may come for a broader push to all Senate offices, so stay tuned.
the RISEE act has been reintroduced in the 118th Congress. (H.R.913)
Any idea if H.R.913 will be a primary ask for our Republican MOC again this year In June 2023?
Hi, @Cindy Lyons, I believe the RISEE Act is a supporting ask. Our legislative team will put out thorough guidance on primary and supporting asks ahead of June lobby meetings, so stay tuned!
