While CCL is confident, based on multiple models, that the carbon fee schedule in H.R.763 is sufficient to reduce U.S. emissions on a trajectory consistent with limiting global temperature increase to 1.5°C by 2050, there are levers provided in the En-ROADS model that could represent policies to fulfill that guardrail requirement, all of which are assumed to start in Year 10 of the policy.
