Behind the wheel
As a grassroots advocacy group with a nationwide network of volunteers, we’re driving climate action in Congress all year long.
2025 was the first year of the 119th Congress. The first year of any Congress is often slower legislatively than the second year — lawmakers and advocates like us are laying a lot of groundwork, building coalitions, and starting to discuss the big ideas that might be possible in this Congress.
But in this case, we saw Congress hit the ground running since Republicans were in unified control. Republicans have the majority in both chambers of Congress (the Senate and House) and in January, President Trump returned to the White House for a second term.
With this in mind, we spent a significant amount of energy in the first half of this year defending climate policy progress from the most dramatic possible cuts. We also took every possible opportunity to secure more climate wins at the federal level.

In the fast lane
You can think of this year’s activities as fitting into a few major “lanes” on the advocacy highway: climate policy defense, carbon pricing, permitting reform, healthy forests, and clean energy. We took action on all of them during 2025 — it’s been a busy year.
CCL staff gave volunteers guidance about when and how to take specific actions, so that all chapters and volunteers were headed in the same direction. That guidance came through the monthly Climate Action Program emails, the monthly Action Sheets, and in our monthly meetings.
